PUP) using a compatible storage device such as Memory Stick, Memory Stick Duo, a USB key (FAT32) or PSP.

Here are few tips to get it working: Memory Stick and load Hellcat’s Recovery Flasher. Then you will be asked if you want to reset your settings. Then it will start install Custom Firmware on your PSP.

When it loads, choose I agree to the notice informing you that the program touches internal flash. When all done, press the X button and turn ON your PSP manually.

iirc you can bypass that by running the ME installer with the 6.61 pbp either in root or in the installer folder but if that fails you need to go into flash0 and in vsh there should be a version.txt, in it it will say 9.99 and you change to be anything lower then 6.61.
